Register Your Presence w/ Local Immigration Police

In Southeast Asia you are free to move around, but they will keep track of where you go, where you stay, and how long you stay there.  This is not a secret, it’s not paranoia, it’s just how their countries manages immigration and tourism.

Places of accommodation are required to register you with the local police.

Whether traveling short-term or living long-term in Southeast Asia, everywhere you stay will be tracked.  If you stay overnight at any property, the local police or immigration office is supposed to be informed about it.


How It Works

Expect to present your passport and visa for accommodation.  Do expect that they will take pictures or photocopies of this information. And, do expect that this information gets registered with immigration or police authorities.

For the below, your passport (and maybe visa) will be scanned or picture taken:

Transportation : Buying bus or train tickets.
Accommodation : Hotels, or Renting an apartment.

The place you stay at, a hotel or your apartment landlord, will register you with the local police or immigration office.  They will provide them with a picture of you passport and sometimes a picture of you visa, detailing the legality of you stay and the date you are required to leave the country.  In  practice, not all places report your presence on their property, although they are supposed to.

If you stay at a personal residence such as a friend’s, you are supposed to register yourself.

This goes for all countries in Southeast Asia, for the most part.


Why You Need The Registration

Visa Extensions

Visa extensions for some countries required your location of stat to be registered with the local police or immigration office. You will need to show proof of this when extending, for the countries that require it.

Bank Accounts

Opening a local bank account. This is really not necessary for most people that are not working locally, or will be making large purchases.

Local bank accounts do come with risk, so be warned.

Other

Other than the above, it is not your concern if you are registered or not.  The responsibility, for most cases, is on the landlord (hotel, apartment management) to register you.  Though, they do not always do it, which gets the immigration office mad at them when you extend your visa (not your fault, though).

Cambodia 🇰🇭

Registration via the FPCS (Foreigner Present in Cambodia System)

Your responsibility : If you stay with a non-business such as at a friend’s house, then it is you responsibility.

Not your responsibility : If you have a landlord (hotel or apartment, for example), then it is their responsibility, not yours.

Visa Extensions : You are required to present a local registration when extending your visa.  However, foreigners are encouraged to process visa extensions, work visas & permits, and retirement visas through a visa agency.  The agency often times can and will handle your FPCS registration.

Thailand 🇹🇭

Registration via the TM30.

Your responsibility : If you stay with a non-business such as at a friend’s house, then it is you responsibility.

Not your responsibility : If you have a landlord (hotel or apartment, for example), then it is their responsibility, not yours.

Visa Extensions : In Thailand, you need to confirm your registration (TM30 registration) and provide it when going to the immigration office to extend your tourist visa.  If you do not have it, then a form of proof os stay (receipt or booking confirmation) can be shown to the immigration officer.  The officer will confirm you registration, which is the hotel’s responsibility or yours if you are staying at a personal residence (a friend’s house, for example).  If you are not registered, then they will register you and the hotel will be fined, or you will be fined for not registering yourself when required.

Laos 🇱🇦

Registration via: n/a

No ability to register yourself.
No government requirement to register your stay anywhere (not 100% sure about this).

Visa Extensions : You are not required to present a local registration when extending your visa.

Vietnam 🇻🇳

Registration via: n/a

No ability to register yourself.
No ability to extend your visa, so no need to present a proof of stay location during a visa extension.

You only need to provide a local registration if you are working in Vietnam and opening a bank account.

Malaysia 🇲🇾

Registration via: n/a

No ability to register yourself.
No government requirement to register your stay anywhere (not 100% sure about this).

No ability to extend your visa, so no need to present a proof of stay location during a visa extension.


Why This Is Required

We don’t know and we do not ask “why?”. Rules are rules – it is something out of our control to change or understand.  However, we can provide some speculation.  Ultimately, the fact is that you need to be registered wherever you stay.

( 1 ) These countries have a large amount of foreign tourists coming in and out of their country, staying from a few days to up to a couple of months.  On a positive note, this system helps the country manage issues and maintain security that could arise from a high amount of tourism.

( 2 ) The culture is homogenous and not centered around the concept of foreigners immigrating.  Foreigners are short-term visiting tourists, first and foremost.  The society and economy is primarily built on tourism not immigration when it comes to foreigners.  Also, there is a cultural attitude that distinctly divides the concept of local citizen vs. foreigners.  Not to say the countries and their people are not welcoming, but the mindset is different than the USA, for example, which tends to desire immigrants for advancement of all industrial sectors and economic growth.  The approach to how things are governed and international agreements also has a major affect on the distinction of local vs. foreigner.
